写真を撮ってもいいですか

In kana only: しゃしんをとってもいいですか

shashin o totte mo ii desu ka

polite

What it literally says

is it good even if (I) take a photograph

Japanese politeness is mostly built out of phrases that stopped being literal a long time ago. Knowing what is underneath is the difference between repeating a sound and knowing what you said.

When to use it

Usually fine outside, frequently not inside. Where there is a sign, it is meant.
